DC Clean Hands Certificate Overview
A certificate of clean hands is issued by the Office of Tax & Revenue (OTR) as supporting documentation for license or permit applications, separate from confirming the filing of tax returns.
Clean Hands Certification Equity Amendment Act of 2022
The Act amends the Clean Hands law to collect and publish applicant data, expanding its application to vehicle operators’ permits and identification cards starting on October 1, 2023. The goal is to enhance transparency and equity in the process.
Obtaining a DC Certificate of Clean Hands
To obtain a Certificate of Clean Hands, visit MyTax.DC.gov or contact OTR’s Compliance Administration, Collections Division for assistance. It is used to demonstrate compliance with District financial obligations.
A Clean Hands certification form is necessary for CBE certification and must not be older than six months.
According to the "Clean Hands" mandate in DC, individuals or businesses owing the District over $100 are denied city goods or services, licenses, permits, grants, and contracts.
A Clean Hands Certificate verifies that individuals and businesses do not owe more than $100 for taxes, fines, fees, or penalties to the District of Columbia.
