The scrapyard is located south of Minefield and northeast of Vault 101, past the Potomac. Aside from heaps of junk vehicles, Dogmeat (a possible companion) will first be encountered there, fighting a small band of raiders who killed his prior owner. You can recruit Dogmeat without incident, regardless of any other companion or Karma level.
