Why Rock Lee Can’t Use Ninjutsu or Genjutsu
Rock Lee can’t use ninjutsu or genjutsu because it doesn’t come naturally to him. He can form enough chakra for small tasks like walking on water, but Lee was not born with the ability to express that chakra for ninjutsu or genjutsu. He developed a bit of a late bloomer as the series went on with his taijutsu. His closeness to Gai as his Sensei, made him somewhat inherit his hard-working resolve and training habits. Lee’s case is similar to Naruto’s, in that they both achieve greatness through hard-work, rather than natural talent. He can’t expel enough chakra through his tenketsu, so his chakra instead is focused on strengthening his body in the inside.
Continual Use of Ninjutsu and Chakra Conservation
While it isn’t advised, ninjutsu can be used continuously, even as a barrage. As long as the user has chakra, it can be used. This is not advisable because conserving chakra for later is an important part of being a shinobi as extinguishing chakra can lead to death. Although ninjutsu existed before, the actual creation as we know today was done by the Sage of Six Path’s son, Indra Otsutsuki.
